Enterprise R & D Project Selection Evaluating System

In the past, the countries constituted their own research institutes, but at present, the large scale enterprises are organizing their own ones because the market now is not the one competed by the quantity, but by the quality. The current enterprises, especially the ones with high technology content, have realized that one of the most important approaches to strengthen its core-competitiveness is to improve the scientific research ability itself.In the past, most of the project researches are carried through the aspects of technical and economic risk and so on. However, there are not too much research methods to be referred about how to choose the best investment project at the time of facing lots of projects. Thereinto, what the enterprise cares about most should be how to judge the R&D projects so as to successfully invest its resources, especially limited ones, in the one with maximum profit or get the optimized distribution of resources.As to the above-mentioned difficulty, this paper provides an effective approach for the enterprises to choose the best R&D project, that is to say, evaluates each project through the evaluation system for preferential choice so as to offer them a reference. This paper also makes a brief introduction about the scientific evaluation courses of foreign countries such as America, German, Australia and EU in order to explain the important position of science and technology evaluation in the present countries all around the world and prove the necessity of establishing this evaluation system for preferential choice of enterprise R&D project and the principle thereof is that the limited resource should preferentially support the project with high investment return. The higher the prospective investment return is, the higher the preferential grade is. In this paper, AHP is applied and weight and matrix marking table are used to be the tools, combining the specialist investigation method so as to accomplish the empirical study and the validity of this evaluation system for preferential choice is finally proved.
