Research On Science And Technology Competitiveness Of Qin Huangdao Based On Learning Perspective

Along with the rapid development of economic globalization, interstate competition is becoming more and more intense, and increasingly performance for the competition between cities,city science and technology competitiveness as the important aspect of urban economic development, plays an irreplaceable role in enhance national comprehensive competitiveness. This paper studies science and technology competitiveness of Qinhuangdao from the perspective of learning. On the basis analysis of domestic and abroad research situation and city science and technology competitiveness related theory .the city science and technology competitiveness steps was put forward on the basis of benchmarking from the perspective of learning. According to this step selected the benchmarking cities, constructed the city science and technology competitiveness multi-index synthetic evaluation index system, Then Selected Qinhuangdao and the benchmarking city of Dalian, Qingdao, Yantai as the empirical analysis object, then the four cities are analyzed through weighted summation multi-index synthetic evaluation model, and then makes a comparative analysis using weighted summation multi-index synthetic evaluation model. so as to find out the problems of Qinhuangdao faced. and based on this, advances the ascension of Qinhuangdao science and technology competitiveness relative countermeasures.First of all, from the angle of city learning and the relevant theories of city science and technology competitiveness, defines the concept of city science and technology competitiveness, and analyses the relationship between the urban learning and city science and technology competitivenes, and based on this, advances the benchmarking management from the perspective of learning, in enhancing city science and technology competitiveness of the application process. Secondly, according to the benchmarking management steps selected the Dalian, Yantai, Qingdao as benchmarking city, and on the analysis of development status of science and technology competitiveness, the paper concretely analyzes the development situation of city science and technology competitiveness of Qinhuangdao and the selected benchmarking city.Again, established the evaluation index system of city science and technology competitiveness that suitable for this paper research topics, and using the combining method of experts' marking methods and Analytic Hierarchy Process ,determined the weight of every evaluation index. then collect relevant index data, applying weighted summation multi-index synthetic evaluation model to analyz the four city, s competitiveness of science and technology, so as to find out the existing problems in the science development of Qinhuangdao.Finally, aiming at the existing problems in the science development of Qinhuangdao, proposed the development countermeasures in ascending Qinhuangdao science and technology competitiveness, respectively from the city of learning, science and technology investment, technology output, etc.
