At present, the competition of science and technology has become the main core ofnational comprehensive competitive power. To promote the role of economy, and society,the technology is obvious increasingly. The18th National Congress of the CommunistParty of China pointed out that technological innovation has constantly promoted theself-improvement and development of the socialist system in China. In recent years,governments have increased spending on science and technology, and science andtechnology project is the most main carrier of science and technology input and the maingripper of the investment subject on technology input and management. Increasinginvestment in science and technology make the scientificity for science and technologyproject performance evaluation more outstanding.Based on the above background, this paper studies the index system and evaluationmethod of science and technology project performance evaluation, aiming at effectivelyevaluation for science and technology project performance. Scientific and reasonableevaluation is very important significance for the investment subject and exploiting entity.It is not only beneficial to the investment subject in making science and technology plan,avoid the blind input, but also pointed the direction of research and development forundertaking project enterprises.Firstly, this paper analyzes the research background and significance of this topic,and summarize the research situation at home and abroad; Secondly, through studying theconcept, characteristics of performance evaluation of science and technology project, onthe premise of practical field investigation, in accordance with the constructive idea ofindex system, analysis the main factors that influences the performance of science andtechnology projects. on the basis of follow the design principles of index system, constructthe science and technology performance evaluation index system includedeconomic benefit、social benefit、academic benefit、targets and management. Again,analyzes the selected indicators. The analysis shows that the index is not completelyindependent of each other, but influent and interdependent each other. So select the analytic network process(ANP) as the evaluation method. the method fully considers thepossible relationships between the indexes, better solve the problem that indexes are notindependent of each other. Finally, combining with three empirical science and technologyprojects, constructs the science and technology project performance evaluation model ofANP. By the calculation and analysis of Super Decision software, conclude the mainfactors which affect the performance of science and technology projects,and compare theperformance of the three projects, put forward the proposal of promoting the science andtechnology project performance.
