Guizhou's Rural Surplus Labor To The Status Quo And Countermeasures

The rural surplus labor transfer to non-agricultural industries is an inevitable law of the development of economy and society, and an inevitable trend of realizing industrialization and modernization in our country. The rural surplus labor transfer is a key issue, which will make much difference whether full construction of a well-off society and modernization can realize. It is too an issue of strategic and overall importance to the social stability and the society progress in our country. What is more, it is an important task demanding prompt solution. Therefore no matter from the section of the development of economy and society or the section of the academic research, we must attach great importance to the issue.Guizhou Province is a "less developed and less Development" provinces of mountain agriculture.It has 3950 million peoples, among whom more than 2900 million are rural labors. With high proportion of the rural population,poor rural production and living conditions, low income level of fanners, low-quality culture, and more surplus rural labor, Guizhou is a backward areas. How to allocate the rural labor resources effectively and resolve the transfer of surplus rural labor employment, it has been the outstanding problems of economic development in Guizhou."11th Five-Year Plan" period in our province agriculture and the rural economy is facing with new development opportunities and challenges.On the basis of sorting the traditional theories rural labor migration and latest research result proceeds with meticulous care, analyse the characteristic of rural migration labor in different economy stage and the characteristics of the migrationg process , then set up the theories frame of rural labor migration ,so we can analyse the behavior with the migration cost and income. At the same time,we also uncover the factors of influencing rural labor migration.According to the recent development of rural labor migration,we provide related policy suggestion of accelerating rural-urban migration.We must explore the road of the countryside surplus labor force shift according to the actual situation of our province and making selictive use of overseas advanced experience for refernce.Combined with the problem that the path is limited and impeded in the rural surplus labor transfer and using the theory and experience home and abroad for reference,this article mainly adopts theory and fact analysis,case study and comparison investigation,bring forward the pattern of taking the marketing as leading,government's guidance and support as the safeguard,giving priority to shift on the spot and taking shift to other palces in the country and the border outputs as assistant.The article brings forward the countermeasure and suggestion from three main aspects.Namely we must keep to three rules. And we should pioneer the employment path and widen the employment space through the agricultural industrialization,developing labor-intensive industry especially the countryside tertiary industry,speeding up the small towns' development,developing the enterprise in villages and towns and exploiting international laboT market.And we should eliminate the barrier of the labor force and optimize employment environment by improving the countryside,performing correlative system,strengthening the management and perfect service system.So as to realize the countryside surplus labor trafer healthily and orderly.
