Study On The Reform Of Water Rights

Water is important resources of human survival and development.With the need of social progress,the shortage of water resources has seized the attention of the world.Alleviating the water crisis and solving the contradiction between the supply and demand of water resources has become a major problem that we have to confront.Implementing the water rights reform and establishing long-term effective mechanism of water rights management is an important means to improve the utilization rate of water resources.At the same time,it promotes the optimal allocation of scarce water resources.The practice of water rights reform is a new thing in our country.At present,the domestic study of water rights mainly concentrates in region or basin.Our country is a big country of agriculture,so the water consumption of agriculture is high.Because of technical limitations and the weak consciousness of water-saving among people,the waste of agricultural irrigation water exists everywhere and the utilization rate of water resources is generally low.It is imminent to carry out the reform of county water rights.Based on Q County of Shanxi Province as an example,this paper discusses how to deepen the reform of county water rights so as to realize the optimal distribution of water resources and promote the creation of a water-saving society.The article is based on the management mode and advanced experience at home and abroad for reference,based on the theory of management,economics and so on.The article combines the water rights theory with water rights reform practice,and it analyzes the water rights reform in Q Country.This article is divided into four parts.First of all,the article expounds the connotation of water rights and water rights reform,and it points out the importance of the water rights reform;Second,the article enumerates the practice of water rights reform in Q County,and it analyzes the performance from the effect of water saving,water ecological environment to social effect;Besides,the article finds the problems of thecurrent situation of the water rights reform in Q Country and analyzes the causes of the problems;Finally,some countermeasures are put forward in order to further deepen the reform of county water rights.For example,we should form a water pricing system,make the water rights market healthy and promote water rights transfer.In combination with the practical situation of Q County,this paper puts forward the scheme of establishing water rights trading cooperatives.The article designs the institutional framework and working procedure of water rights trading cooperatives.The scheme improves the development of water rights market in the county,and it is of great significance to realize the reasonable allocation of water resources.
