Study Of Urban Housing Security Policy Model

Housing is the basic right and need of human; "Home Ownership" is the common aspiration of the mankind.Housing is one of the social problems of modern cities, and is the product of urbanization and industrialization. With the development of the economy, there are regional differences and trade differences in city economy, and there is a division of social strata, and there are a considerable number of low-income families in city; The industry and the population concentrate in urban, the city has huge demand for land and housing, which lead to the shortage of the housing and the price up. So, the housing problem is coming.The countries in the world all faced such social problems as income difference and accommodation problem during the time of industrialization's acceleration. Faced with the increasingly social conflicts, many countries bases their own social system, economic system and cultural background, the governments had taken different public housing policies and built different models of housing security system during different periods, and made solving housing problem as a basic government function.After the reform and opening up, with the development of the economic and the housing reform, China also has a housing problem, and a considerable number of low-income families have been in housing difficulties. To solve the housing difficulties should be an important duty of governments.The paper, based on China's current socio-economic backgrounds, analyzes the characteristics of the foreign policy on public housing, and recalls Chinese housing security policies, and analyzes the current model of Chinese housing security policies and existing problems. For example of Zibo City, the paper concluded the different roles of two housing security policies, such as economical-suitable-house and low rent house. Each city should establish and choose different housing Security policy models and means to achieve policy objectives, on the level of the region economic development and the residents' living standards.Now, Zibo city should choose the policy model, the focus of which is low-rent house, and make currency subsidies as the main means to guarantee the supply of housing. At the same time, by the filter of housing and policy guidance, it should eatablish a multi-level urban housing supply structure and the housing market of the sale and leasing to solve housing difficulties and problems of low-income families.
