The low-rent housing institute aimed to meet the housing need of lowest-income people has set since 1999 in China, when the housing revolution was spreading all over China. After 10-year development, the institute has changed on the security ways and financing, even on the range of security objects. The development of low-rent housing system is confined by the public housing security system, for it belongs to the latter system. Now the low-rent housing system encountered some real difficulties in its development, including the ambiguity of leading department, limited financing ways, lack of house resource, and limited range of security objects.The research on the low-rent housing system covers on housing models, object defining models, security level models, financing models and withdrawing models. And the housing model research is the most important one, which could highly affect on other respects in the low-rent housing system. There are 6 kinds of housing models:(1) Centralized buying and building model(2) Decentralized buying and building model(3) Restricted rent subsidy model(4) Unrestricted rent subsidy model(5) Rent derating model(6) Rent subsidy for repayment to the house buying loan modelThis dissertation has formed the revenue functions and the cost functions for each housing model. Through the respective analysis on the revenue-cost ratio at the backgrounds of lack of land, lack of development funds, lack of house resource, or lack of credit appraising system, this dissertation has discussed the working condition and serving range for each low-rent housing model.
