The Research On Comparing Low-rent House Policy In China With Public Housing Policy In Japan

The low-rent housing is one of the most effective measures of housing ensure policy which is a part of social ensure system in our country. It is good for raising life situation of housing disadvantaged, upholding social stability, remedying defects of market mechanism, dispelling the corrupt practice of traditional housing policy, deepening reform of house supply, supporting development of house market in many ways. It is a crux and premise for establishing harmonious society. To explore and summarize methods for improving low-rent housing policy is very important for the development of house ensure system.The research on house ensure by foreign experts mostly on the view of seniority welfare countries. It is not tally with the actual situation of our country if we use the conclusion by them directly. And the research by local experts is so shallow and rough, just at the primary level. Especially there is no systematic and in-depth analysis in low-rent house policy. The public housing policy in Japan experienced the needy period after the second world war in 1950s, the high speed economic developing period in 1960s and 1970s, the bubble economy period in 1980s and 1990s. It is quite usable for China.At first, I simply introduced accomplishments of foreign and local researches, concluded the house ensure system of developed countries and China, explained what is low-rent house and public housing policy, and summarized the rich experiences in other countries. Secondly, I collected lots of datas and information of house ensure system in China and Japan, compared the differences in entrance factor, found raising, the way of subsidize and management, then found problems and insufficiencies in the policy of low-rent house. At last, I gave some suggestions for improving our low-rent house.The innovation point is , In this paper I compared public housing policy in China and Japan by on-the-spot investigation for over one year, summarized the rich experiences of public housing policy in Japan, and posed suggestions for improving our policy of low-rent house. It is a forward attempt in research on international comparison.Because social and economy system in Japan is quite different from China, this paper still have some insufficiencies. Why public housing policy is so successful in Japan is not only because of the reasonable policy but also up to social order, financial system, law , personal credit ,developed net work and so on. To obtain the same successful effect, the economy, politics, education, technique have to be concerted. This is a long and hard way.
