Since China adopts its reform and opening-up policy, we have seen a boom in business promote with government being its manifest. Business promotion proves to be a short-cut way for growth and prosperity of local economy, featuring low cost and quick output. Local government plays a vital role in business promotion. But there are still problems existent, that greatly harms public confidence and social image of government. The paper discusses on how to evaluate local government's position and role in business promotion, how to identify its strategic choice in business promotion, and how to regulate its behavior in business promotion. By defining local government's position and role in business promotion, analyzing its interest motivation and strategic target, we can regulate local government's behavior in business promotion to enhance efficiency and effectiveness of business promotion work.Beginning with an introduction, the paper mainly consists of four parts.The first part, by using normative analysis tool, illustrates globalization and opening-up theories, such as economic globalization and opening-up, business promotion concept, main features as well as their interrelationship.The second part, with use of empirical analysis, clarifies the opening-up process in Wujing District and its impact on economic growth, such as the process of business promotion, its achievements and change of government administrative modes.The third part analyzes improper role positioning of local government as well as causes and consequences.The fourth part, as the last part, puts forward suggestions on proper role positioning of local government by combing with reality.The paper has several innovations. Firstly, it puts the study on local government's role positioning in business promotion under macro background of government's move of functional transformation. It is a new approach in such studies. Such role positioning is an urgent issue and a proper positioning will provide strategic guidance on a sound and fast growth of an open economy. Secondly, the whole essay features a good combination of theory and reality, normative analysis and empirical analysis. By giving an insight into problems existent in the process of Wujin District's opening-up and combing with business promotion work in Wujin, it puts forward suggestions which can serve as guidance on the development of an open economy in Wujin.
