On Local Governments' Role Positioning In Inviting Outside Investment

Ever since the beginning of reform and opening up, inviting outside investment has accompanied market economy in its birth, taking shape and its development. Gradually local governments recognize it as a royal road characterized with little investment but producing swift result. They have been placing more and more importance on it and have accumulated a lot of experience and lessons. Up to now, it has become an important promoter in local economy. It is of great significance to research into the issue of local governments'position in inviting outside investment, which can help them find their right position so that they would switch from the role of social resources distributors to surveillants, from athletes to referees, from oarers to steerers. They would also change their responsibilities and standardize their investment inviting procedures, so as to avoid blindness and ad libitum but maintain reason and ration in inviting investment. As a result, local economy would develop in a healthy, rapid and harmonious way.After a thorough comb of the literature on governments'role and local governments' role investment invitation from home and abroad, this thesis first of all puts forward the aim and significance of the research, and then relates about its contents, methods, technical route, thesis frame and novel points. The third, it introduces investment inviting practices in developed countries and our country and confirms principles and contents of local governments'positioning. The forth, it analyzes from five aspects of lame performance evaluation standards in governmental system, lame development of inter mediary agent, governments'wrong positioning, scrimshanking or meddling and points out such problems and malpractices reflect a reality:local governments take over enterprises'initiative role in inviting investment, which runs against laws of market economy. To some degree, such lame positioning affects the healthy development of local outward-oriented economy and the sustainable development of local economy as a whole. Based on foregoing analysis, the thesis proceeds to put forward six proposals to normalize and systemize local governments' theories, policies and strategies when their roles in investment invitation are concerned: upgrading invitation philosophy, directing invitation work with sound development and political performance philosophy, bettering investment environment, breeding subjects of invitation, constructing credit system throughout the society, and ranking employment promotion as the fundamental principle. In the end, a case study is carried out upon the Changshu city government, in which the thesis points out the government guiding type of investment invitation has a sound foundation for its existence. The thesis also explores upon causes of the existing problems and put forward countermeasures, hoping that the ultimate goal of investment invitation promoting development can truly be realized and the local economy can develop in a healthy, rapid and sustainable way.In the conclusion and prospect part, the thesis points out the role of government is an extensive topic and the present thesis discusses only the role pattern of the current time being. As the reform of governmental mechanism deepens, governments'positioning will become a more subtle issue. When does the government interfere, that is to do, and when does it not to interfere, i.e. not to do will become the focus of future researches, which is the field the author of this thesis will probe into.
