| The establishment of innovative environment is crucial to the enhancement of regional innovative capability and strengthening of regional competitive capability. As part of the whole system of innovation, privately owned technology enterprise play an important role in enhancing regional innovative capability and contribute to the sustainable development of regional economy. However, innovative capability of privately owned tech companies varies a lot across nation. By comparing and analyzing innovative capability of privately owned tech companies in Heilongjiang and Zhejiang, the essay concludes that there is large discrepancy in innovative capability between companies from these two provinces. Thereafter the essay compares and analyzes the factors affecting the innovative capability of privately owned tech companies in these two regions and their performance in those factors, proving that the relatively lower performance in those factors is the main reason that privately owned tech companies in Heilongjiang lags behind their counterparts in Zhejiang in terms of innovative capability.
