High-tech industry which relying on high-tech R&D (research and development) provides achievements of high-tech products and services. Since the third technological revolution , high-tech industry have had an unprecedented impact to the world economy and politics by its low-energy, high-value-added,high-input,high-yielding and other characteristics .Hence, countries around the world put the high-tech industry on a great important position. As a important links of high-tech industry—R&D, is not only an important means of profit for enterprises, in the meanwhile it is an important indicator of economic strength. After many years of development, although China's high-tech industry has achieved remarkable success, we still can see there are a number of problems .Such as technical, financial, human resources, public support, investment efficiency and so on. However, the research about the special problems of high-tech industry R&D is relatively few. Therefore, the purpose of this article is to address our high-tech industry's R&D problems, then propose policies, which can provide high-tech industry sustainable and stable development.In this article, a qualitative analysis, theoretical analysis and comparative chart are used to illustrates the drawbacks of high-tech industry on R&D .The author also give the deeply explains of the problems. The achievements of this research as follows: systematic R&D related theories the precise definition and the scope of high-tech industry, characteristics as well. Describe the relationship between R&D and technological innovation, in order to emphasize the significance of R&D ;For the first time to compare China's high-tech industry R&D input level to the international ,got conclusions that our high-tech industry R&D fund is inadequate, R&D intensity is relative lower, R&D staff is shortage. In the last part of this article, we combined characteristics of government with the enterprises, supplying some policies from a macro-economic theory point of view. These policies include economic one and non-economic, the author hopes that the policies can break through the high-tech industry R&D bottlenecks, so as to enhance the level of high-tech industry as a whole.
