When the human society developed from the agricultural society, the industrial economy to the knowledge-based era , the human capital with the core of intellectual capital is increasingly becoming the driving force of economic development. Human capital is known as the promotion of economic growth and "First Capital" of social development. Shaanxi is a major agricultural province, but the development of human capital lagging behind in rural areas, which constrains the rural secondary and tertiary industries. Shaanxi Province has a large number of rural population, the potential of human resources is rich. Making full use of training and education and many other channels, will be effective investment in human capital, and strive to improve the quality of the rural population, the development of human resources in rural areas of Shaanxi Province's economic development in rural areas important practical significance. From the existing literature, most studies have confirmed that human capital on economic growth makes an important role. In this paper, a large number of basic theoretical research on the use of econometric knowledge, attempted to reveal the relationship between human capital and economic growth in rural areas in Shaanxi Province, and an in-depth study to reveal the role of human capital in the rural economy. Firstly, the article overviewed the theory of human capital and the main line of human capital in economic growth theory and simple synthesis detailed evaluation, so that in the article could start on the theoretical basis; Secondly, using a large number of empirical data on human capital in the development of the current situation and problems in rural areas in Shaanxi Province. Choosing the analysis of the effective working model of the framework, select the years between 1998 to 2006 data, using number of years of education law and the perpetual inventory method to measure the human capital stock and physical capital, Human capital in rural areas and the rural economy of the contribution rate for the accounting, reveals the main driving forces to promote economic growth in rural areas in Shaanxi Province. Finally in accordance with the conclusions of Shaanxi Province on the development of human capital in rural areas, an effective way is to give the appropriate and feasible policy recommendations. Modern peasant agriculture and the main body of the new construction in rural areas, to explore the development of human capital in rural areas in Shaanxi Province in the current situation and existing problems, and further pointed out that the problem in accordance withthe implementation of the status and human capital development in rural areas of specificmodels and measures to promote rural economic development in Shaanxi Province of greatsignificance.
