Human capital is an important variable quantity, introduced to economic growth of research, which has extremely vital significance. Human capital is more and more important for modern economy development."Human capital is the key factor for economy development"said Human capital research expert Theodore William Schultz. His view has a very realistic basis and the underlying argument is the data of economic growth in developed countries. Human capital plays an important role for economy development because it includes many factors and these characteristics make human capital differ from physical capital, such as its characteristics in repeated use, especially no additional cost in the course. The level of China's rural economy is less developed. Investment in human capital is also in its infancy with the reality that a lot of the rural labor force is not in high quality. How to develop and make use of the potential role of this part of workforce for the future had a crucial impact on the economic development in rural areas. So focusing on the study of human capital in rural areas is of great practical significance, and it is very necessary. This article focused on the basic situation in rural areas in Liaoning Province and used it as an example, in order to do research on the situation of countries in China.This study has the following aspects: first, human capital and economic growth explained the theory and qualitatively descript human capital in rural Liaoning .Meanwhile, the article collected the data from education, health care, income and make contrast analysis. Second, the article measured human capital in rural areas of Liaoning, the gross domestic product in rural areas and the stock of physical capital. Third, it used Cobb-Douglas production function of human capital in rural areas of Liaoning's GDP to do the contribution of regression analysis. In the end, the article identified problems and proposed appropriate measures to resolve the path and put forward policy recommendations. I hope this article can help the rural economic development of Liaoning Province.
