Employment is a vital problem which concerns the national economy and the people's life. The ultimate route to develop market economy, construct well-off society and promote people's living condition is to implement sufficient employment. China is a developing country with a large population, especially a large rural population. Consequently, the key to solve the employment problem presently exists in how to realize employment transfer of more rural work forces. Therefore, the coordinated employment of urban and rural areas is the ultimate route to settle the employment of margin work forces in the town, especially in the countryside under the circumstance of fulfilling the Scientific Development View, boosting industrialization and urbanization.Since the Reform and Opening up, the employment situations and approaches of rural work forces have changed a lot as the continuous enlargement of the income gap between urban and rural areas. The scale of employment transfer keeps enlarging and the number is increasing. However, many of the systematic and policy-based obstacles restricting the employment transfer of rural workforces have not been eliminated yet. Some unreasonable rules and discriminating policies still exist, especially that the urban-rural division in the employment system has already become a bad barrier in the construction and perfection of socialistic market economy.Thus, based on the practical condition of our country as well as the theories of workforce transfer and government functions, this article gives an analysis of rural workforce transfer and the functions the government should perform in the process of the coordinated employment of urban and rural areas, takes the practice of Zhejiang Province for example, which implements the coordinated employment of urban and rural areas, and presents systematic reforms and concrete measurements to carry out the coordinated employment of urban and rural areas.This article tries to provide references for more efficient workforce transfer and coordinated employment of urban and rural areas fundamentally, for promoting the coordinated development of urban and rural areas and eliminating obstacles for dual employment structure systems, and for the government to boost the coordinated employment in urban and rural areas.
