| A large group of off-farm workers special appearance for the process of socialtransformation in China is an important driving force for China’s industrialization andurbanization, rapid development. Over time, off-farm workers are experiencing agenerational transition. Today, the new generation of migrant workers has become themain force of China’s urban employment and construction. They made contributionfor the development of the city’s construction。Because of various reasons, their livingconditions have not been effectively improved, and their unemployment is gettingworse. Therefore, the author tries to examine the overall status of China’s newgeneration of off-farm workers, combined with theoretical analysis to study the plightof their employment and the reasons, and then find out in the context of China’s urbanand rural areas, the new generation of off-farm workers how to resolve the plight oftheir employment effective way. I mainly used the observational method, qualitativeand quantitative analysis method of combining historical analysis, detailed analysis ofChina’s urban and rural areas in the context of the reality of the new generation ofworkers plight.The new generation of off-farm workers are both born in the1980s or1990s, andtheir age are below30, and they have moved into the city to work, do business orengage in other non-agricultural rural population in the late1990s or early21stcentury. The off-farm workers are a special group between farmers and urbanresidents and transformation and Chinese two structure in urban and rural areas to theurban and the rural social system with. The urban-rural coordination is one of theurban and rural development thinking, which based on the history of urban-rural dualstructure and system design to break formation as a starting point. And it based onurban development, focusing on rural development, in order to minimize the gapbetween urban and rural areas, urban and rural prosperity civilization is the ultimategoal of a systems engineering. Next, the author used the human capital theory, labormarket segmentation theory, transfer of rural labor theory of the new generation ofmigrant workers appear a theoretical explanation. By analyzing these problems,theauthor believes that the new generation of off-farm workers employed mainlydilemma is: the low level of social security, labor rights protection system is notperfect; career choice confusion, vocational skills lag, lack of vocational training; lowwages, low employment levels; employment stability is poor, difficult to meet publicdemand. So what caused such a predicament it.Imainly from four aspects institutional level, the government level, the corporate level, their levels wereanalyzed.Through the above analysis, the author thinks that to solve the employmentproblem of China’s new generation of migrant workers in the context of urban andrural areas, must be from the system environment, government led, enterpriseparticipation, the new generation of migrant workers themselves four aspects to solve.Specifically, in the institutional environment, we should deepen the reform of thehousehold registration system, improve the social security system, perfect the legalprotection system. For the government, it should establish a unified labor market,improve the public employment service system, the development of county economy,migrant workers locally to guide the transfer of employment. Enterprises shouldconscientiously perform their statutory responsibilities, standardize enterpriseemployment system; And it should increase investment in human capital. The staffshould regularly carry out vocational training and play a positive role of trade unions,interest demands unimpeded channels. Generation of off-farm workers themselvesshould also establish a correct concept of employment, improve the psychologicalquality and actively involved in vocational training to enhance their employability.They also should initiative to participate in job security, and enhance awareness ofrights. |
