Land is the fundamental condition of mankind on which people rely for living, and one of the most precious wealth of mankind. Under market economy condition, various production elements enter into the market gradually to become commodities, which are allocated by the market, thus improving the utilization efficiency of the resources. Land, as the important production element, is not the exception. Due to the restrictions of our country's fundamental political system of socialism and the economic system in which the public sector is the dominant, and the relative lagging behind of reform in the field of land, before 2001, the basic feature of our country's land allocation policy was allocation by governments of administration and the quasi-market allocation by transfer on agreement. Afterwards, with the gradual consolidation and perfection of the market mechanism, the land market of cities has accelerated the pace of reform, it has gradually entered into stage of market allocation for land resources of cities in which the basic types are bid invitations, auctions or public assignments and the core principle is market forming price. After years of efforts, our country's city land marketization obtained gratifying achievements, but the problems existing in the bid invitations, actions and public assignments for land have also gradually exposed.Based on detailed introduction of the basic theory and historical evolution of the bid invitations, auctions and public assignments for land, this text will take the example of the public assignment case of K land parcel of Shanghai Jiading District, conduct performance analysis for the mechanism of bid invitations, auctions and public assignments for land, explain the positive meaning of such actions, and also disclose the problems and defects existing in the bid invitations, auctions and public assignments from two layers of appearance and depth, and ultimately this text will provide some suggestions for perfecting the mechanism of the bid invitations, auctions and public assignments and for promoting the marketization of city land of our country from four respects, namely, the market environment, supporting system, government actions, and the mechanism of the bid invitations, auctions and public assignments.
