Rural entire social endowment insurance system is an important part of the rural security system.It is the most basic and is the core of the security policy.Researching on the rural old-age security system have a social,economic and political sence on reality.It is a long history maintenance the old by the family in the rurual area of China As the development of the society,the traditional family instruction has changed a lot.The rura[ aging problem has added a more and more pressure on every family,which caused an urgent demand to search a new way to maintenance to solve the maintenance problem for the rural olds.Thus to implement the social maintenance for the old is a inevitable trend.However, there is existing a large defects in our recent social maintenance on the basic of private account and accumulation of reserves,which appreance as the traits of the small range of coverage,the low-level surity,the singal insurance form and so on.The rural maintenance system is not comprehensive enough which make the government support and collective grant just on the form but not practice into reality.Meanwhile,we are also a developing country in which farmers takes a large part of population.In rural area,the very weak economic base,the large gap between the urban and city,the serious lag of reform process for the social security system than the economic and the other's especially on the part of how to facing the serious chanllenge of rural aging problem,the work for rurual social inurance policy in some area is performing on a low developing speed and even back trend.Farmers do not have the confidence in the prospects of rural entire social endowment insurance system.For these recent situation,this paper will be on the basis of analysising the problem and defects exiting in our rural entire social endowment insurance system,making Zhejiang province as an example,put forward some suggestions and countermeasure for establishing rural entire social endowment insurance systemin the age of social transition in China.By analysising on the income level and paying ability in Zhejiang province,Zhejiang province has had the economy for establishing the new rural entire social endowment insurance system.Actually,this feasibility is showing the unbalancy between areas,thus we need to practise by areas and steps according to the different situation of diffrernt areas taking different maintenance measurance and fund-raising mode which is matched to the reality.For example,in the less developed areas in Zhejiang adopting shandong mode;for the more developed areas learning the Sunan mode.Researching on rural entire social endowment insurance system is just for a very short time and not having enough experience,so we studing the advantages and disadvantages of entire social endowment insurance system from western countries,learning its succesful experience and combating our own traits,through which we put forward the way to improve and perfect the entire social endowment insurance system fit to zhejiang situation.The paper can be divided into six parts:First part is instruction,which mainly introduce the researching background and recent situation,provising the relative concept and putting forward the way of researching Second part simply introduced the developing process of our rural entire social endowment insurance system,the basic Dynamic performance mode and endowment mode and also analysis on it.In addition,combinating the recent situation,point out the What impact the transition age brings to rural entire social endowment insurance system.
