Balancing urban and rural development is an important part of scientific development view advanced by central government; inheritance and development of view, which is eliminating difference of urban and rural areas, works and peasants, physical and mental labor, proposed by Marx; a significant decision made basing on reference of modern construction of all countries in the world, profound overview of experiences and lessons which is taken from our party dealing with relationship between urban and rural areas and scientific prediction of development trend of our country. Balancing urban and rural development is in the first place of five overall arrangements, designates direction of solving three agricultural problems and is necessary requiring of achieving economic virtuous circle. Unbalance development theory declares that difference of urban and rural areas is inevitable result of economic development, also is manifestation of market failure. Therefore, it is necessary for government to regulate economy, reduce difference of urban and rural areas and carry out unification of urban and rural development. Fiscal policy is an important means of macroeconomics and will become effective instrument of balancing urban and rural development.The essay employed the method of combination of qualitative and quantitative analysis. Basing on the research of scholars at home and abroad, systematically and entirely analyzed relevant theories of balancing urban and rural development, discussed the relationship between urban and rural development and fiscal policy, and took Shandong province for example, appraised the fiscal policy of balancing urban and rural development. At last, the article advanced some suggestions about optimizing balancing urban and rural development. The article was divided into five chapters; the main content of each chapter was as follows:The first chapter was introduction. This part induced and concluded the relevant researches on balancing urban and rural development, defined some concepts referred in the article, and introduced the framework and creative points of the article. The second chapter was the relevant theories of balancing urban and rural development. The article divided these theories into four parts: public goods theory, market failure theory, public service equalization and public finance theory which demonstrated the necessity of reducing urban and rural difference, especially for China. Special cause and realistic influence of serious unbalance of urban and rural development decided that we should reduce disparity of urban and rural by government.The third chapter was the relationship between balancing urban and rural development and fiscal policy which was demonstrated from two parts: one was that reasonable fiscal policy was beneficial for balancing urban and rural development; the other was that balancing urban and rural development advanced fiscal policy optimization.The forth chapter was implementation effect assessment of fiscal policy of balancing urban and rural development. The article took Shandong province for example, introduced the main content of balancing urban and rural development, and then appraised the effect of policy implementation, which was the creative point of the article, also was key point and foundation of optimizing fiscal policy.The fifth chapter was optimization of fiscal policy of balancing urban and rural development. The article advanced four points: changed the view of isolation of urban and rural areas; perfected fiscal management system and straightened fiscalrelationship between governments; industry fostering agriculture;"less gains"——lessened the burden of peasants; "more offers"——increased the investment of threeagriculture.
