Clear and abundant wind energy gets an increasing attention due to energy crisis and environment-friendly idea. Now china is on the rapid way of the wind energy development, and becomes the rapidest market in the world, with a rate of 100% in two years. The guideline of renewable energy, which was released by state department, the practice of charted rights of wind power, and other relative policies boosted the wind energy industry.Wind farm project has a typical characteristic. the wind resource is good in northwest, northeast, the east area of north china and a slim area of the Yangtze River Delta. Due to energy output and transmission by the near power grid, the development of wind farm must be certified by the local government and local utility.As the investment volume is usually over 500 million RMB, with a long construction period and 20-year operation period, the project is risky. That is why the feasibility study is necessary and vital before decision.Feasibility study is a scientific method to help the investor make a rational decision, which analyzes, calculates and evaluates the technical plan, economic results and social influence by quantitative engineering. Through the case of Diaobingshan wind farm of Liaoning province, the paper overview the whole market of wind power, analyzes the characteristics of equipment manufacture of the wind power, then puts forward a brandly new mode—wind farmer + equipment marketing, to help the enterprise enters into the market fast and in a high level. Based on the analysis and calculation of wind resource, generated energy, the sale price, and the costs and fees budget, the paper assesses the profitability, debt-paying ability and social results, test the economic sensitivity. So a reliable reference will be given to the decision-maker.
