The perspective of sustainable development is a scientific view which regards the people as the basis and emphasizes the overall development of the economy,society and human beings. Guided by the perspective of sustainable development,the regional economy has to achieve the optimization and upgrading of the industrial structure, in order to realize the healthy and rapid development. Here,the reasonable choice of leading industries is the most significant mode. Based on the theory of the sustainable development, the thesis establishes the choosing model of leading industries and carries out an comparative analysis of the choice of leading industries in the five provinces.In order to identify the development gap between regions and problems through the comparative analysis of the choice of leading industries in the five provinces.So that ,government can take tageted policy and guide adjustment and upgrading of the the industrial structure. Also ,it have somen reference for the ecnomic development of other areas.The thesis summarizes the theoretical achievements of the existing leading industries and points out the choosing theory of existing leading industries mainly proceed from the consideration of economic factors,neglecting social and environmental factors. Therefore, it does not accord with the perspective of sustainable development. Based on the theoretical analysis of the leading industry benchmarks,jion the idea of sustainable development,and build a evaluation and selection model of the sustainable development leading industries with the AHP method.According to the basic conditiongs and socio-economic development of the five provinces,analysis the leading industryof the five provinces with the evaluation and selection model of the sustainable development leading industries.Then in according with the index of the energy consumption and pollutants emissions,classify the leading industry into four types: low pollution high input industry; low pollution high low industry; high pollution high input industry; high pollution low input industry.Last,according the comparative anasys of the five provinces and the characteristic of the shandong province ,has suggested the corresponding tactics.
