The Selection Of Leading Industries In The Sustainable Development Of One City

Sustainable development concept is the scientific development concept which is adhere to the People-oriented thought, and promotes the comprehensive development of the economy and society. Sustainable development first is the economical sustainable development. Any economic activity will eventually be implemented in a certain space, so to achieve the sustainable economic development actually means to achieve the sustainable development of the regional economy.The so-called sustainable development of the regional economy is to give full play to the regional advantages and achieve the sustainable growth of regional economy under the condition of the existing resources, and environmental constraints. To achieve healthy and rapid development of the regional economy, we must achieve the optimization and upgrading of industrial structure in the region, in which the most important way is to choose the reasonable leading industries under the guidance of the sustainable development concept.Leading Industries is the main driving force of a regional economic growth and development, and the protagonist to promote the evolution of regional industrial structure. Whether the selection of the leading industries is reasonable or not is the key to give full play to regional economic advantages and make full use of regional resources, and the regional resources to promote the sustained, steady and harmonious development of the whole region. In the past, the choice of the leading industries used to focus only on the leading role of the economic benefits, but neglected the ecological and social effects in the development of the leading industries. It is urgent for the sustainable development of regional economy to integrate the sustainable development concept into the process of the selection and breeding of the regional leading industries. It plays an irreplaceable role for promoting the harmonious development of the regional economy, society, nature to select and breed the leading industries in line with the sustainable development concept. How to correctly choose the leading industries which is adapt to the development of Tai'an City, and to make use of the leading industries to drive the development of related industries and form a good industrial structure to promote economic growth in Tai'an City, is the important issues facing the policy makers and scholars of Tai'an city. Basing on the above acknowledgement, we choose Tai'an City as a research samples, and draw the choosing project of the leading industries adapting to the sustainable development through the deep research on the issues about the choosing benchmarks, indicators system, and the qualitative and quantitative analysis of the leading industries. The formation and development of the leading industries can not only rely on the role of market mechanism, also needs the Government to develop reasonable and effective policies to promote. Hence, this paper gives the corresponding policy recommendations on developing and breeding the leading industries.The paper is divided into five parts:The first part is the preface, which mainly introduce the background, innovation and research methods.The second part is summarizing of the choosing classical theory of the regional leading industries and researching status, including the definition of the leading industries, and the choosing benchmarks. This part discusses the inevitability of the current regional sustainable development and the intimate contact between the selection of the leading industries and achieving regional sustainable development, and point out that the choice of the leading industries used to focus only on the leading role of the economic benefits, but neglected the ecological and social effects in the development of the leading industries, which is the issue this paper needs to further study.The third part, basing on the choosing benchmarks of the leading industries, sets down a set of quantitative indicators of the leading industries of choice system.The forth part is the empirical analysis of selection of the leading industries, take Tai'an as the object of study, apply the new indicators of the leading industries of choice system modeling, analyze the final results, and get the corresponding policies. This part uses the empirical results to prove the theoretical analysis results.The fifth part mainly introduces the policy support system of the selection and breeding of the leading industries .The selection and determination of the leading industries is the first step, and guiding its growth, which plays a due role and owns a more practical significance.
