Pension insurance is a hot topic in China in recent years and the focus of the social security problem. Although pension reform in corporate is on track, but pension reform of organs and public institutions is still in the phase of continuous exploration and local pilot. To study it helps organs and institutions to promote the reform of the pension system, in favor of a sound theoretical system of pension insurance, and in favor of solving public aspirations and achieve social justice. The paper starts from the study of relevant literature, mainly domestic literature-based, takes pension insurance of organs and institutions for the study object, with literature study at home and abroad as a theoretical reference, and with the study of pension insurance reform of foreign public officials and the pilot case in our country as practical basis. In this paper, literature analysis, empirical analysis, historical analysis, comparative analysis and some other research methods are used. The paper attempts to analyze issues in pension reform of the organs and institutions at the present, and explore countermeasures at the base of foreign advanced experience.The research in this paper is based on political theory, economic theory and foreign pension theory on pension insurance. First, it starts from studying the status of the pension system, the evolution and progress of organs and institutions in our country. Secondly, the paper analyzes problems on the ongoing pension reform of the organs and institutions, including track problems, the top-level design issues and other related issues. That the existing two-track pension problems led to pension disparities, social equity, irrational allocation of human resources national and heavy financial burden is analyzed in detail. There is no standardized institutional system in the top-level design, and many problems exist in system construction, fund management, payment and other aspects of treatment. There is no perfect legal protection, no standardized system. The reform is not synchronized, and the supporting system is imperfect, workers’mood influences the reform and so on. Then, analyze the characteristics of pension reform of foreign public officials on the basis of the reform reason and resistance, and explore the implications for pension system reform of organs and institutions in our country. Finally, according to foreign experience, the countermeasures from three major aspects are proposed. That is, on the basis of clear direction, purpose and principles of the reform, to establish a unified, multi-level pension insurance system, to perfect pension system, to synchronize the reform of pension system between organs and institutions, and to improve the supporting system,etc., trying to provide a theoretical reference for the practice of reform at this stage.
