Government Support Of Smes Technological Innovation Research

Improving technological innovation capabilities of small and medium-sized enterprises'(SMEs),plays a great role in maintaining theirs competitiveness and sustainable economic development for a country in the global market.This has become the focus of every country.However,there are still many factors which restrict the improvement of c Such as SMEs' weak technological innovation capability,imperfect technological innovation supporting policy system,loose combination of industry, university and institution and the lower level services of scientific and technological intermediary agencies.It is extraordinary for the government to solve those problems in order to improve the SMEs' technological innovation ability.Therefore,this paper researches on the government support for the SMEs' technological innovation.The contents are as follows.Firstly,this paper defines the concept of SMEs' and explains the meaning of technological innovation as well as relevant theories.Secondly,this paper analyses the factors that influence the technological innovation of SMEs.Mainly on recourses,capital and information.By establishing the casual loop diagram of human resource,capital and information and knowledge flows,the main factors which influence technological innovation are analyzed.Meanwhile,reveals the importance of the Government's support for SMEs technological innovation.Besides this paper discusses the necessity of government support for the SMEs' technological innovation through three aspects,which are the demand of SMEs,marker failure and government failure.Thirdly,this paper analyses three governments' policy of SMEs' technological innovation in four aspects,which are the institutions,laws and regulations,financial support and social intermediary services,by comparing with the polities of China,to draw on international experience for our government in formulating and implementing SMEs' technological innovation policies.Finally,this paper presents five countermeasures for the government to support technological innovation in SMEs,which are to create a legal environment for SMEs' technology innovation,to strengthen technology innovation service system,o broaden the financing channels for SMEs in order to increase investment in technological innovation, to train and introduce talents for SMEs' technological innovation and to establish information service system for SMEs.As a result,This paper puts forward several countermeasures,which will provide a scientific basis and operational countermeasure for the Government making policies to support technological innovation of SMEs'.
