Our country is at the population dividend stage at present, but the high labor force participation rate and the low labor force resources use factor don't favor our country using this superiority and the opportunity fully, to promote economy development. So it is valuable to research them.This paper joins the labor force participation rate and the labor force resources use factor together, through elaborating their relevance to ensure the moderate labor force participation rate and to enhance the labor force resources use efficiency. This paper includes three parts. Firstly, to elaborate the basic characteristic and the change situation of labor force participation rate. In this passage the paper points out the multi-dimensional character of the labor-force participation rates and the achievement of conditions for appropriate labor force participation rate, and discusses the changes in labor force participation rate of age group and gender group. Secondly, analyzing their relevance. Mainly from the age group, employment cycle and gender groups to discuss the influence of the labor force participation rate to the utilization rate of labor resources. Finally, analyzing our country's present situation and proposing the countermeasure. Labor force participation rate rationalize, but is still higher than the world average; labor and employment model is pluralistic, but overall still has the characteristics of rigid jobs; Labor contribution to the economy depends on the comparative advantage of low-cost, labor productivity is still low; Economic development promotes the smooth development of labor force participation rates, but the pull influence of economic growth to employment rate is weakening. These are our current situation. Response is carried out mainly from the wage policy, social security and welfare policies, education system and industrial restructure.
