Labor is extremely valuable productive resources, and the available labor resources depend on supplements of labor of a country. Moreover, the employment scale and employment level would be considerably affected by labor supplement. Thus, how to reasonably and effectively allocate labor resources turns to be a national (regional) long-term plan. Female, as the "half the sky" of the social activities, play an indispensible role in the economic development of family and society. The degree of female participation in social activities, not only serves as a significant part in social and economic development, but also acts as a major bond to maintain social stability. Along with emancipation of women and rapid social and economic growth, women make increasing contribution to the social and economic advancement. Henceforth, how to optimize their work performance and to broaden their employment horizons, in fact, would crucially impact social and economic progress. Xinjiang is ethnic minority autonomous regions in China; since the reform and openness, its rapid development of region is obvious, which is largely due to contribution of labor resources in Xinjiang, Meanwhile, the employment structure has undergone significant changes in industrial structure adjustments which will inevitably bring about alterations in the structure of employment. Therefore, it is worth thoroughly and deeply study concerning the women's position in industrial structure and employment structure, and then the influence of increase or decrease of their labor force to xinJiang's development.This article conducts, firstly, a detailed analysis on the change trend and affected micro-element of female labor participation rate in terms of its variation in a decade, and a solid dissection of the industry labor absorption rate and the employment elasticity from industrial structure perspective. Then, it calculates women employment elasticity of labor absorption coefficient from the starting point of the adjustment of industrial structure in various industries, analyze the various sectors of economic growth in Xinjiang with the respective increase in female labor demand.Finally,this essay systematically elaborates the reasons for low female labor force participation rate according to labor force participation rate of women, and provide some suggestions to enhance the labor force participation rate of women in the region.The main conclusions are summarized as follow: the lower labor force participation rate of women in Xinjiang has a great relationship with the social environment, especially the younger age women who just become the working age population are faced with unemployment; Xinjiang, as a major agricultural provinces, the primary industry decreased year by year, but nearly one-third of the workforce are focused on science and technology, which will inevitably bring about the replacement of the agricultural labor force and reduce the number of female employment; the rapid development the third industry would absorb a great amount of female labor force, but they are lack of competitive advantage due to the low level of education; financial and insurance industries are in great needs of female labor force, however, in such specialized knowledge-intensive industries, a higher level human capital are required; as a result of social environment and religious beliefs, many women are holding a strong rejection towards working away from their native home . For this type of situation, the Xinjiang region should make greater efforts in the female educational investment especially in rural area to improve the level of education; and female employment in Xinjiang prone to, the region should also provide reasonable guidance to avoid the "get together" phenomenon in female employment, so that it could realize the rational allocation of labor resources in Xinjiang, and promote social and economic development.
