By October 2007, there are 865 companies registered in Kunming Economic-Technological Development Zone (hereinafter KETDZ) which was first founded in 1992. Among these, there are 857 small and medium companies, accounting for 99% of the total number o companies, 56.4% of the total tax paid and 59.8% of total working population. Small and medium companies have played a more and more important role in KETDZ.Under the circumstance of actively attracting world top 500 company projects, hi-tech and big project in many regions in China, there are few companies invested by world top 500 companies in our development partly because of the restrictions of location, economic development status etc. Therefore, besides keep working on big projects, we, according to our situation, should also create a better environment for the development of small and medium companies.Generally speaking, there are six environment factors that are government service, social culture, business & legal environment, market, education and technological level and finance. Comparing with western development companies, the service that government provides and basic city infrastructures are more important for enterprise's development and competitive strength. There are comparatively large difference of humanism, culture and economic due to the wide region and various geographical conditions in China. Meanwhile small and medium companies have limitations in economical scale, strength and market scope comparing with those large companies and oversea enterprises therefore small and medium companies' growth and development are more influenced and restricted by local government service and environment.All round the world, each country's governments have a lot of research on finding an effective way to solve financing problem of small and medium companies. However, government have less research for small and medium companies launch new enterprise, thus this article focus on finding an effective way to support small and medium companies' set up, creation and development in KETDZ to make a distinction between coastal economic development zones. Also to get help from small and medium companies' development theory, environment theory, financing theory, congregation theory, economic region, enterprise development and other relative subject's basic theory to analyze small and medium companies growth, government service environment, infrastructure and other relative factors in KETDZ. Through those significant factors to summarize a mathematic model to support economic development for small and medium companies in KETDZ.According to above-mentioned relative basic theories with evaluation, combine 15years experience and feature for small and medium companies in KETDZ to analyze the relationship between development and environment; focus on the administration manager point of view and basis on functions and development options seek for environment construction theory to creative better environment to help small and medium companies' development. At the first time to propose solidify environment and controllable environment, separately to analyze and discriminate environment factors within the target system. In order to find, adjust and control the significant factors help to build a perfectly external environment by using "significant factors method".According to meeting with important directors in KETDZ and the meeting with each department responsible officer, experts, directors of small and medium companies, after have survey questionnaire for 45 middle and high level managers in small and medium companies, we base on the information and constructed evaluation system to assess growth environment, system principal, natural and measurement principal, direction and integration principal for small and medium companies in KETDZ, to sum five significant factors have influence for small and medium companies' growth environment which including 1. Support strength form government 2. Resource allocated and potential 3. Estimate market growth 4. Service quality 5. Ability for infrastructure.In accordance with evaluated with environment system and research about above mentioned 5 significant factors to sum corresponding relationship between growth of small and medium companies and government service, infrastructure and other environment. The small and medium companies could have health and great development only through the scientific and logical infrastructure environment, encourage policy, and improve service quality, build stably, professional and high quality working group.
