The construction of the districts with abundant water in historical and cultural cities has become the key project of global water resource development in recent years. The scarcity of the urban resources and the corresponding fame effect of cities enable the related departments to construct and optimize the districts repeatedly. In order to comply with the trend of tourism industry, the economy of water resources in cities must solve the problem of energy-imbalance in the exploration and planning of existing water resources which is the process study of water resource transformation. Reviewing and analyzing the studies of transformation mechanism, water resource development and water resource transformation mechanism in the world, there are problems popping up incessantly. The research domain of transformation mechanism is relatively narrow, and the examples of resource transformation mechanism relating to the actual water resource development in tourist cities are quite rare. Therefore, the construction of systematic, dynamic, and proceeding model of water resource transformation mechanism for promoting the gradual development of industry economy in tourist cities is an important topic for research.In order to seek the process pivots of water resource transformation mechanism, to balance the energy of transformation steps, and to realize the effective connection of water resources and tourist industry, the author analyzes the typical city Yangzhou to find out the resource transformation steps and operation rules gradually, discovering the circulatory system of tourism economy and the driving system in the whole operating model by fact proof. Besides, the theories of system and restore, urban renewal, urban space development, image camouflage and superimposition, place arrangement, competitive localization as well as urban management, and the analytic method of'spot, facet, vertical and horizontal'.The essential factors of water resources, tourist resources, tourism products, and tourist industry constitute the circulatory system of tourism economy. The driving system is made of four transformation mechanisms: the transformation mechanism of water system exploration which discusses the water system's construction plans and theory steps from the aspects of goal mechanism, driving mechanism, incentive mechanism and restraint mechanism, and realizes the transforming process from water resources to tourist resources; the transformation mechanism of water culture brand which realizes the transforming process from tourist resources to tourist products from the aspects of Yangzhou's water resource improvement, brand marketing, effect feedback; the linkage development mechanism of region tourist industry which integrates Yangzhou with the economic region of Nanjing, Zhenjiang and Yangzhou as well as the long triangle economic region, and realizes the transforming process from tourist products to tourism regional industry; the optimization mechanism of water resource development and management which refines the operation process of the whole water resource transformation mechanism model and forms the chain of water resource development and industrial economic integration development.The factors of system driving and process transformation should be fully considered when we carry on the water resource development and planning, which thus develops the regional economy, optimizes the industry chain's structure and realizes maximization of the urban overall benefits. The transformation mechanism model promotes the process of resource development while the resource development promotes the economic value of transformation mechanism, which is the first occasion to couple the transformation mechanism and the resource development dynamically and procedurally that is also the essence of this study.
