Regional aviation is the main body of the air transportation network. In recent years, due to sustained economic development (increased income, improved consumption structure, higher pay abilities, enhanced time value awareness, increased demands for entertainment and traveling in quicker and more comfortable mode), deepening reform of the aviation system, transformation of management concepts and operation modes, as well as governmental intervention in the airline system, regional aviation is greatly stimulated and improved. The paper chooses development of regional aviation and governmental intervention as its topic, aiming to explore with the reader strategies the government should take and suggestions on regional air transportation. These will be of great significance for boosting service, management efficiency, and competitive force of the regional airlines and thereof promoting the national economy.In the perspective of government behavior, the paper analyzes the problems faced in regional aviation development as well as the causes for them. It centers on conducts and roles of government (the airline administration section) to reasonably explain various problems in regional aviation and seek proper solutions to them.This paper consists of five chapters. Questions are raised in Chapter one. A variety of problems related to regional aviation are listed: overdue investment, mismanagement, improper capital composition, lack of appropriate aircraft models, insufficient passengers, widespread deficits and etc. These problems are not cataloged here because they reflect the status quo of the current regional aviation market, to make it urgent to tackle the problems. This chapter also defines the concepts concerned in the regional aviation system, and reviews the current research made both at home and abroad.Chapter Two is centered on analyzing the current situation and problems. The regional aviation must be analyzed on the background of the whole air transportation. Therefore the chapter firstly studies the history and the current situation of the national civil aviation, among which those of the regional aviation are illuminated: great potentials, key influential factors, big challenge ahead and etc. A lot of problems are thus presented: interior problems in the structure and management, exterior ones of operational environment, market and policies. It will be too confusing and complicated and also hard for us to clearly dig out the problems and causes if we list all of them. Therefore, the problems are briefed in three aspects: insufficient promotion of valid needs, inappropriate structure of the aviation industry, and ambiguous orientation. Obviously macro viewpoint is stressed and the purpose is to go into the problems in regional aviation and thus find out proper solutions. This also summarizes key problems in development of the regional aviation in China.Chapter three is titled'government intervention behind problems in regional aviation'. The problems---insufficient promotion of the valid need, improper aviation structure, and unclear orientation---are studied here. The decisive influence exercised by the airline administration section on regional aviation is also explained: layout and planning, investment and management, profit distribution, market regulation and control and management, public service supply and so on. The above explanations reflect roles of the management section and its influence in regional aviation, and also demonstrate causality between management section intervention and the problems.Chapter four discusses the misconduct of the management section that needs correction. Values, roles and norms are the three angles the author uses for his clarification. For the values, the management section should take a policy which gives clear orientation, macro control, reasonable layout and planning, and practicability. As for the role, the author mainly discusses those the management section plays in construction investment and operations management. Suggestions to correct the governing misconduct in the field of policies and jurisdiction, which are forms of the norms, are also proposed.Chapter five is the conclusion part where conclusion suggestions are offered to explore government intervention behind problems and solve the problems in regional aviation.
