Along with the mobile communication service operator increased from 2 to 3 in 2008, the old Chinese industry situation was broken. They are the new CMCC,CT and the new CU. In the high competitive mobile telecom industry, the corporation's core competence is more depends on the Employee's talent and ability. The firm of MT is a famous international communication corps. The writer has worked for MT Network Service Department in West area of China. The department is encountering a series of issues, such as the excellent employee losing, the new hire growth slowly, the core valued employee decreasing, no effective control to the sub-contractor, the employee's positivity declining etc. All these are bringing more negative problems to BIZ and customer service.Performance Management is becoming an important tool for resource management in modern company. MT has got to know its significance and influence. However, MT's PM system has many problems in implementation and operation. It causes the PM system can't get the original target. It is important to identify the issue of performance management, reform and correct the shortages, and update the PM basing on the actual implementation.This paper is to identify the key issues in analyzing the current MT performance management system and its actual PM practice in the MT West Network Service Department. To integrate the management theory and experience. Have a total analysis for the old organization, and changing it into a more reasonable one to meet the BIZ needs. Redesign the performance management system. Rebuild a set of PM system to match the organization development strategy. Moreover, had trailed the new PM system in the VAS (Value Added Service) delivery department, and got a good result. At last, the new method was applied in VAS team in MT West Region Networks. We found that the total level of performance management was improved, people's satisfaction was increased, and enthusiasm was enhanced. The new method implementation has got a good effect. Meanwhile, some shortcoming were be revealed too in the new method. It should be improved in later researching and working.This paper contains six main parts. The First part introduces the research background. The Second part gives an instruction of the basic concepts and theory of performance management. The Third part analyzes MT PM system implementation in MT West Network Service Department and highlight its problems and shortages. The fourth part is the performance management system redesign for MT West Network Service Department. The fifth part is the implementation effect and assessment to the new designed performance management system. The sixth parts is the end of summary.
