In the knowledge economy time, the high tech enterprise' s success or failure is decided by the staff capability and competency. The stuff with high competency can deliver the high work achievements, thus creates more values for the enterprise, and so the high achievements staff certainly has lots of competency is different with the general achievements staff s. If these high achievements staff s competence can be refined, analyzed, and promoted, for sure it is the huge propelling force to develop the enterprise. Competency model theory is produced in order to apply to reach this target.In the eighties of twentieth century, after the competency model theory is introduced into China, there are many competency model developments and application research is appeared, but the literature retrieval result showed the research is mainly only based on the major general industry human resources management. It is very few, that the research is focus on the technical stuff for high tech enterprises.The primary coverage of this article includes: firstly takes the high tech enterprise M company as the research background, put the low result of the technical staff satisfaction survey and the high rate of staff rotation in recent years as the question spot. Secondly detailed the stem and development of competency theory and summarize the influence of the M company strategy from UPS market development, based on the input of the technical position sorting method, work out the responsibility chart, then pickup the factor of the different competency by Behavioral Event Interview method, build up the frame of the competency model. Finally use the survey method to collect the competency factor with high chosen frequency and analyze them, finalize the technical staff competency model include core and special competence.In the end of the article, summary the achievement of this research obtains the necessity and the feasibility of competency model application in M company, as well as the model establishment method and flow. Then explain the limitation is that the established model applied in other profession domain and the method when grade the competence level. Finally expect that the research direction in the future should be studied more deeply in the actual staff management field, so that it could enable to guide others stronger in practice.The researching achievement of the article is to provide one effective perceptive and professional tool of human resource management for M Company and which is one building competency guide for high-technology enterprises.
