With the development of economy,the competition among enterprises is becoming fiercer.The competition among enterprises is the competition of talents.For manufacturing enterprises,the competition between enterprises is the competition between the product differentiation,and product differentiation requires technical personnel to develop,which needs to improve the ability of enterprise technical personnel to enhance the competitiveness of enterprises.Competency model is the enterprise for employees with the ability and quality of staff own ability and quality of the bridge has been widely applied in the management of human resources to,it can help enterprises to better attract and retain talent,enhance the enterprise's competitiveness.Therefore,for the manufacture of technical personnel of ability and quality requirements are relatively high,but enterprises to recruitment,selecting the required technical staff,how to through the human resource training to develop the staff's potential,how to through effective management and incentive to improve the ability and quality of the technical personnel is more difficult problems facing the enterprises at the present stage.SINOMACH-HI(Changzhou)Excavator Co.,Ltd as the research object,through the literature summarizes the current technical personnel competency model construction of related theories and methods,in order to further enhance competitiveness of technical personnel quality and ability of the enterprise,on the basis of this construct in digging up technology personnel competency model,and calculate the weight of the competency elements.This paper mainly through literature review method,behavior event interview method abroad heavy digging up technology capability and quality elements,through the method of questionnaire investigation,data analysis,the expert panel method and the elements of post responsibility to determine the final ability quality elements,through data analysis to establish the country's heavy digging up technology personnel competency model.Finally,the 26 elements of competency are identified,which are divided into 7 dimensions through data analysis,respectively,for basic ability,interpersonal communication ability,professional skill,occupation exploration ability,team cooperation ability,personal qualities,research and development ability.Coefficient variation-AHP method is used to determine the weight of competency elements,which is the innovation of this paper and makes it more objective to evaluate human resource.The result is: one level index weight,professional skills,professional explore ability and research and development capabilities in the seven block for the proportion of the total quality is larger,the weights were0.2346,0.1564,0.3703,especially research and development capabilities;two level index weight,professional technical ability,achievement and innovation ability to guide weight were0.1455,0.1966,0.1144,and in 26 elements of the weight is relatively large,especially the abilityof innovation.At the end of this article,the author explains the application of the competency model of technical personnel in the country,and provides some ideas for its practical application,and the application effect is described in terms of performance management.
