21st century's main character is knowledge-oriented economy, the economic development pattern of depending on natural resource and material input has come to an end. Vigorously exploration in human's physical ability and intelligence resource will lead us to the road of people oriented development which based on human capital, this typical road has already become the irreversible main trend of world economy development. At the same time, it's the suitable strategic choice for the condition of China and China's ethnic minority region.Basically speaking, the three dimensions of human capital investment are government, enterprise and public institution, household. Because of the externalities of investing on human capital, it is hard for the enterprise and private to get equal compensation from the market economy and it has caused some practical problems such as the lack of total investment in human capital or the maladjustment of human capital investment structure. Because of the long standing harsh natural environment, lagging of social development and slow growth of economy, the enterprises' wealth generating ability and household income level in China's ethnic minority region have large gap comparing with developed China's eastern and central region, this disadvantage has caused the shortage of human capital investment from both ethnic minority region's enterprise and private sector. Under such circumstance, if the ethnic minority region wants to complete economic growths restructure and implement frog-leaping manner economic development strategy, ethnic minority region must take full advantage of government policy. Using fiscal method to increase region's human capital investment and achieve steady and rapid growth of human capital investment. Satisfy the need of economy take-off in ethnic minority region by cultivating skilled and knowledge based talents.Therefore, this thesis mainly emphasizes on the relationship between human capital investment and fiscal policy in ethnic minority region. We will take foreign human capital fiscal investment experiences as reference to provide applicable advices and measures for building and improving China's ethnic minority region human capital investment. By improving ethnic minority region's human capital investment and transferring the human capital structure in ethnic minority region effectively, we will provide talent guarantee for the sustainable and fast-paced development of ethnic minority region's society and economy.
