Human capital investment gap between Han ethnic and ethnic minorities of the west area that could not be ignored, exerts significant influence on both regional development and national development. Through analyzing the latest census data of12provinces in western, municipalities and autonomous regions in2010, the situation of the gap would be concluded, and factors which could have effects on it would be confirmed. For human capital investment gap is mainly embodied in education gap, the situation of the gap between Han ethnic and ethnic minorities of the west area is analyzed with the two methods of the average years of education and net difference index, which is concluded that some ethnic minorities have higher education level than Han ethnic, however, education of most of ethnic minorities need be improved. Based on the above analysis, centralized-distributed education levels are further studied, which turns out that not only the gap between Han ethnic and all the ethnic minorities of the west area but also the gap between Han ethnic and each ethnic minority, are reflected in the level of high school education. Meanwhile, Xinjiang Province has to improve its higher education policies, The Tibet Autonomous Region should promote the development of education in an all-round way to narrow the gap. Combining the situation of the gap and regression analysis of factors, major factors are national income, the proportion of white collar occupations, and the education of females. In order to promote the harmonious development between the whole country and its parts, to narrow the human capital investment gap and the reginal gap, there are several methods, such as, blending the education of national culture, improving the education system, promoting the economic development of regions, adjusting profession proportion in ethnic area and enhancing the education of females, etc.
