As the major force of the national economy, the state-owned enterprises (SOEs) in China are unique economic organization deriving from the economic system with the Chinese characteristics. Strength of the SOEs will play an important role in determining the international significance of the Chinese economic power. In the circumstance of globalization, SOEs shall become the main force of increasing our national competence. Nowadays, SOEs, lack of strong market control and influence, do not establish advantages in international competitions. Only make market strategy in accordance with reality can SOEs stand and develop in global competitions. This dissertation analyzes the essential theory of resource and capability, especially studies enterprise dynamic capablility theory vigorously developed since 1990s, and draws conclusion on process, methodology and tool of making enterprise dynamic market strategy, and focuses on key areas of SOE enterprise dynamic market strategy: market information management, key customer management, market network management and global marketing management.Derived from Adam Smiths and developed with theoretical base by Alfred Marshall,Edith Penrose, enterprise resourced capability theory was clearly defined and given analytical framework by Birger Wernerfelt,C. K. Prahalad,Gary Hamel. With the progress of globalization and fundamental changes of market environment, Teece further developed and defined dynamic capablility and preliminarily established the analytical framework of the Theory.As key skill and invisible knowledge, capability and resource are valuable, scare, proprietary, comprehensive, extendable and dynamic. dynamic capablility is the capability of an enterprise to maintain and adjust its resource, the basic competitiveness. Through establishing organizational learning, popularizing know-how, extending external network, training entrepreneurs with explorablity, enterprises can build and strengthen its dynamic capablility.Therefore, to form dynamic capablility is a process of destructive creating.Dynamic capablility provides enterprises guidance of making dynamic market strategy in a trying circumstances. The process of making dynamic market strategy includes analyzing customer demand, identifying competitor, forecasting market demand, differentiating market, building competitiveness and developing reactive or preemptive strategy. By implementing the following nine stages as increasing customers satisfaction and share, winning new clients, developing new products and services, entering new market, exploring new retailing channels, internationally developing, merge and acquisition, diversification, enterprises can extend its market share and scope.
