The Research On The Supply Mode Of County Seat Housing Security

Housing security problem is a very important problem of the people’s livelihood. In the accelerating process of urbanization in China, the problem of housing among low-income families has become more and more prominent under the background of rapidly rising housing prices. In China, however, housing security project among counties not only started so late, but also a quantity of them is still in the elementary beginning. Under this situation, there is no doubt that many disadvantages and shortcomings on county seat housing security come into existence, including funding shortages and inadequate facilities of affordable housing and so on. To solve what has mentioned above, this paper makes an investigation and research on the supplying model of the housing security among counties seat to enrich the theory on the housing security, as well as to provide the government and administrative relevant departments with some constructive suggestions about how to work out the difficulties of housing among low-income families.First, this paper begins with the background and significance of this research, reviewing the literature on the model and theory of housing supplying, both home and abroad, making the definition of housing security, the model of housing security and other relevant aspects. The innovation of this article and its shortcomings were simple analysis.Second, this study describes an overview of domestic county-level affordable housing policies, summarized different domestic county affordable housing supply in different forms and proposed the main problems of the construction of affordable housing in the counties considering the unique characteristics of the affordable housing supply in the counties.Furthermore, this paper elaborates the affordable housing policy evolution of Mengcheng, a county located in Anhui province to analyze the current situation of its housing and makes a conclusion about the underlying problems arisen from the construction of affordable housing.Then, this paper conducts field surveys based on the low-cost housing area residents in Mengcheng to collect first-hand empirical data which compiled by logistic regression analysis, multiple linear regression analysis and other statistical methods to make a measurement of whether demographic characteristics of the low-rent housing area have an impact on psychological pressure, future plans of housing buying and satisfaction.Finally, this paper put forward the main supplying housing model should be based on low-rent housing and public rental housing led by county seat government. At the same time, the article proposes the suggestion about perfection of security of supplying mode based on the above analysis and research:positioning of government functions clearly; expanding various channels to raise funds for construction of affordable housing; improving the supporting facilities; establishing reasonable access to affordable housing index system; perfecting housing security audit system and establishing orderly exit mechanism.
