With the economic development, many enterprises are preparing to invest in informationization to enhance their core competitiveness. Informationization has already become a major issue in the survival and the development of the enterprise. However, some enterprises are unclear about the present situation, unaware of their enterprise environment, management pattern, personnel structure, enterprise culture and so on, which eventually leads to massive ineffective investments. Under the important strategy of "Informationization leads the development of the industry " advocated by the Chinese Government, in order to evaluate the status and product of informationization and provide support for decision, many specialists and scholars embark on the research of input-output efficiency of Enterprise Informationization. The paper focuses on the low efficiency status and start-level of recent research, takes the Capability Maturity Model Integration (CMMI) and benchmarking method as reference, bases on the existing evaluation method, and puts forward a new idea of informationization input-output evaluation and establish a model system. This paper introduces the concept of Enterprise Informationization Capability Maturity Model (EICMM), which is based on the capability maturity classification and the scientific indicators' system. A benchmark enterprises Library is established through selecting investment effective enterprises of the same scale, which helps to build up the DEA valid model for the sample enterprise. Through the model operation, we are able to obtain the deviation value, and consequently evaluate the input-output efficiency of the sample investment in informationization, and thereby enhance the output benefit and the return of the investment.
