The Meizhou Mobile Enterprise Ict Project Evaluation Studies

This research is to study the post-project evaluation on the project of Meizhou Mobile enterprise information communications (MMEIC) and also accomplish the task of the success-degree evaluation of MMEIC, on the base of the implementation of closed-loop investment management required by Guangdong Mobile. Modern management theories such as the methods of logical frame, comparative analysis and success-degree evaluation are employed in the study. The aim of the study is to improve the following implementation and raise the management level on the project of MMEIC. Through the review and appraisal of the project construction and the operation process in various stages, this research conducts comparative analysis between the actual situation and the anticipated target, and investigates the accuracy of the decision-making and the deviation distortion between the actual situation and the anticipated target, by which this paper will make an explicit summary of both successful and deficient aspects, and then offer further appropriate measures. Meanwhile this study will highlight the feedback of post-project evaluation which will be applicable to the future projects, and hence raise the management level and gain much investment benefit.By combining the analyses of the background, implementation and operation of the project of MMEIC, this paper makes comprehensive analyses, in terms of process evaluation, benefit evaluation, impact assessment, target assessment and sustainability assessment, and thus reaches a conclusion on the post-project evaluation as mentioned above.Based on the conclusion of the post-project evaluation, the paper in its finale puts forward some constructive suggestions with respect to further investment decisions, constructions and operation decisions for China Mobile in Meizhou.
