Post Evaluation Of Yankuang Xinjiang 0.6 MT Alcohol Ammonia Co-generation Project

As an indispensable important part in the project cycles,the post project evaluation is of great significance to improve the decision-making mechanisms of investment projects.Through the analysis and evaluation to decision-making,management and implementation of the projects by the actual results and benefits,and through the summarization of the experiences and lessons,the post project evaluation provides services to decision makers,investors and reliable basis for the new projects.In response to national western development strategy,Yankuang Group has invested and built the first coal chemicals project in Xinjiang with an annual production of 0.6 million tones of ammonia and alcohol.With a total investment of RMB4.6 billion,the construction of the project was started in September 2010 and qualified products were produced in October 2012.Many successful experiences have been created in construction,quality,management of the project,but there are also occurrences of budgetary overrun,failure to realize expected income timely and other issues.The project construction has certain representativeness and demonstration effects in the western region.The post evaluation of the project can provide certain references and imitation for investment and development of projects,especially for coal chemical projects in west of China.In this thesis,from four aspects of project construction,technology and economy,influence and development abilities,through the collection and consultation of the project proposal,feasibility study report and the completion acceptance report,obtaining of production and business operation data,calculation of relevant financial indicators,integrated uses of logical analysis and periodical comparisons,the post evaluation of the project has been made,the advantages and success of the project has been summarized and the causes of failure to reach the targets of project construction and operation.And in view of the above problems,relative proposed countermeasures and the suggestions have been presented in the thesis,and hopefully they will be helpful to reach the production indexes of the project as soon as possible.Meanwhile,the post project evaluation has been comparatively delayed in China,especially the post evaluation of construction and investment engineering projects are still in the stage of development.For a long period,the project evaluation issues of investors have been more concentrated in the initial project evaluation and additionally insufficient due attention to the post project evaluations;there have been no effective mechanisms of summarization,evaluations,examinations and investigations,even the expected benefits of the projects have not been achieved.Through this topic researches,we hope that the investors will further improve the recognition of the importance of post project evaluations,pay more attention to the study and applications of the post project evaluations,summarizes the advantages and disadvantages,learn lessons,transform of remedy to prevention,evade the risk of investment,and improve the qualities of project construction.
