Technical tools, like BSC, etc, reflecting modern management, conception and methods, are now getting more and more marvelous fruits in many modern enterprises, but in the practice of our government, especially in service organizations, it is still at the beginning stage. With the stable development of the service organizations reform in our country, the drug certification institutions are also facing the change of the ideas and functions. These drug certification institutions must keep the principle of "serving for drug administration, serving for drug industry development, and serving for public society" to build up a cadres & staff troops of high political qualification, of good skills, and of honesty and integrity. Along with the development of the public consciousness of maintaining their rights, they have a higher request on the performance of drug certification institutions. Therefore, it has become an objective request for these institutions to set up a valid and feasible system of performance evaluation.Using international and domestic experience of BSC in non-profit organizations for reference, this thesis narrates the characteristics of performance evaluation and the existing problems in Jiangsu drug certification institutions, and analyzes the reasons. Based on this, this thesis analyzes the application feasibility of BSC system in Jiangsu drug certification institutions, builds up the BSC model and clarifies the content of the mission, value conception, strategy, related beneficiaries, inner flow and finance these four fields of Jiangsu drug certification institutions. Using the professional integrated evaluation method, analyzing with four-fields evaluation performance target, the thesis summarizes the balanced guideline of Jiangsu drug certification institutions and forms the strategic map. In the end, the thesis analyzes the implement steps, possible problems and the supporting measures in BSC of Jiangsu drug certification institutions.
