"Education Investment" and "Work Investment" are two important styles on Human Capital Investment. To calculate Human Capital Capacity more easily, we often measure it according to the "Length of Education". This estimation is quite good in macro area. However in microcosmic area, sometime, "Length of Service" plays a more important role.Our research started from the analysis on the data which was used at previous papers. Through improving the model-building, we find that the human capital has positive effect on organizational performance: The greater human capital is in an organization, the better the organization performs.Especially, "average length of service" still has positive effect on organizational revenue per employee. However "average length of education" has no distinct effect on organizational revenue per employee.So we can conclude that sometime, 'Learning from Work' contribute more to organization or team performance. We think that HCUR (human capital utilization rate) is the key point on performance contribution.Then our research focuses on how to improve Human Capital Utilization Rate. We gave different suggestion at different angles.For the government, we suggest that it should focus on policies making to reduce the unemployment. Especially the country should upgrade its industry where the college students are more suitable to work.For the organizations, we suggest that they need pay high attention to selective staffing, comprehensive training, developmental, performance appraisal, incentive compensation system, and broad work system.For individual, we think every one should make a good career plan.Then we would manage human capital effectively and achieve our goal to transform our country from a rich human resource country to a rich human capital country.
