People have reached a common consensus that human capital is the prime momentum to push economy forward on the way of sustainable development. The successful experiences of the nations in the world also prove that economic growth has been newly defined. Sustainable development for economy becomes main theme in economic field while human capital will be the source and original momentum for sustainable development of economy. The quantity and proportion of high-quality human resource become key indication to show the economic development speed and industrialization level of a country. Therefore, to focus on human capital investment, formation, accumulation, to promote development of human in all aspects is one main concern for governments regarding urban development in current stage as well as regional economic development. Human capital becomes increasingly important for regional economic development with the emerging of knowledge economy era. Our country, as one developing country with more population, comparatively insufficient nature resource per capita together with backward economic foundation, shall pay more attention to research of relations between human capital investment and sustainable development of regional economy.This paper has three parts: preface, main text and epilog. The preface explains background and significance of research, paper framework as well as roundup for domestic and foreign documents. The first chapter of main text elaborates the theory of human resource, human capital, and its influence for economic growth, etc. The second chapter analyses the current human resource situation in Lingang area and its cause of formation. The third chapter makes proposals and offers solutions for human capital investment in Lingang area from the aspects of enhancing the overall quality of human capital and reasonable, effective deployment of human capital. Finally, the epilog part summarizes for the whole paper. It presents the concept that human capital is the original momentum for sustainable growth of regional economy and it is the unique capital which combines all kinds of investment and absorbs various advanced scientific culture. With the emerging of knowledge economy era, sustainable economic growth cannot be kept purely depending on increasing of investment and export. The only approach we can apply is to increase investment in environment, technology, to enhance technology content as well as added value. By this way, can one region or one country drive on the road of sustainable development. And this is the only solution forward.
