2008 is an unusual year, with sorrow and joy, and with rise and fall. 2008 is also the 30th anniversary of the restoration of China's lawyer system. The release of a series of laws and regulations such as the Lawyer Law and the Lmplementing Regulations of the Employment Contract Law increasingly improve the social status of law firms and lawyers. Research on the management of law firms intensifies in the legal industry. In the 2nd half of 2008, the global financial crisis originating from US swept through the world. The globe and all major industries are affected, and the legal industry couldn't stay isolated from the crisis. Through the research in this paper, the author hopes to apply the advanced enterprise management tool -balanced scorecard to the HR management of law firms, and provide some suggestions on management practice to the law firm managers facing challenges and opportunities, thereby preparing for the coming of a new round of economic growth.Based on the research concerning the theory of balanced scorecard and its application, this paper, by using the method of comparative analysis, attempts to analyze the similarities and differences between the application of balanced scorecards by law firms and by enterprises, starting from the analysis on the characteristics of the enterprises applying balanced scorecards and in combination with the survey results on management of the bar industry and law firms, and further discuss the feasibility of application of balanced scorecard by law firms.Moreover, with the M law firm as an actual case, and focusing on lawyers, this paper illustrates the process from setting strategic goals, refining key success elements, to finally determining the key performance indicators of the lawyers, by means of interviews and questionnaire, combining the scientific analysis and the experience, thereby providing law firms with design ideas and methods about the application of balanced scorecard in HR management. Finally, it also raises potential issues in connection with the application by law firms of the balanced scorecard, laying foundation for the further application of balanced scorecard in the legal industry in the future.The author specifically attaches hereafter the sample questionnaire and survey form to be used when applying the balanced scorecard, and hope they can be used for reference.
