| As an important tool to modern project management system, the project Earned Value Management provides an effective approach to integrate project scope, progress and cost management. Most of the international association of project management, including Project Management Institute (PMI), has been adopted Earned Value Management as a guide to the principle of project management.Research on EVM in China started late then developed countries, in addition to conditions constrains in many aspects, EVM method is seldom used in project management practice of China. The purpose of this article is to promote the EVM method more extensively and in-depth application in project management practice, especially in the project management of mobile communication engineering service projects.Started from review of project management theory, project management body of knowledge and related theories of earned value management, EVM parameters concept and calculation methods is detailed described, and thus how to make use of these parameters in project cost and progress management as a tool of evaluation, analysis and forecasting project performance are discussed.Subsequently, the EVM methods used in an actual mobile communication engineering services project management activities, feasibility of such theories and methods are verified through the practice. Based on EVM methods used in practical mobile communication engineering services project, some limitation is found in EVM approach which needs optimization and improvement, such as the scope of EVM application, how to handle EVM in sub-project environment, how to integrate CPM with EVM, how to determine the EVM measurement technology. Detailed studies are carried out and some suggestions on how to improve and optimize are provided.This study reached the following conclusions,·EVM is an effective integrated approach and tool of project cost and progress management·EVM is applicable to mobile communication engineering services project management activities ·There are some limitations with traditional EVM methods in practical applications, and it would be more effective help to project management activities when it is improved and optimized. |
