Rural Specialized Economic Association Governance Structure

Rural professional economy association is a new professional cooperative organization, which self-organized by farmers to develop commodity production, based on the farmers' operating and implement co-operation among financial, technical, production, supply and marketing of the emerging and other. At the same time, rural Professional economy association is non-profit organization, which implemented democratic control by fanners, democratic decision-making by farmers and achieved the interests of the farmers own. As one of China's rural cooperative economic organizations, rural professional economy association has largest number, together with Professional cooperatives, become two of the carriage to promote rural economic development. However, due to its own non-profit, and the loose management structure, made development of rural Professional economy association is not optimistic, and many central and western rural areas of China, less the required conditions to develop Professional cooperatives .Therefore, the article starts from the purpose which improve the rural Professional economy association governance structure, based on the domestic and international existing research background, and integrated the research methods of management science, economics, political science and other of interdisciplinary, case analysis and comparative study of law, on the basis of property rights theory, principal - agent theory, resource dependence theory and stakeholder of corporate governance theory ,based on the case analysis ,to find some important problems existing in China's rural Professional economy association governance structure, including the governance institutions and stakeholders coordination, then in the comparative analysis to learn from the United States, Japanese successful experience on governance structure .We may conclude some methods to solve these problems. For example, reasonable set of governance institutions, the Council of governance, oversight bodies and stakeholders set collaborative aspects of governance.
