The Research Of County-level Friendship Association Serving Open Economy Under The Visual Of Governance

As an important link city of Hangzhou metropolitan economic circle, Tongxiang has been engaged in open economy, which has become core growth pole of local economy in the last three decades of reform and opening-up. Driven by the responsibility of accelerating regional economic and social development, the municipal government adopted a series of cogent actions to vigorously push foreign trade and economic undertakings, enterprises and social organizations involved. It’s aim of friendship association to push forward international co-operation, among which the emphasis is economic exchange and co-operation. This thesis applies governance theory in analysis of how to promote county-level friendship association’s service to open economy.This thesis adopts literature survey and case study to research how Tongxiang People’s association for friendship with foreign countries(TPAFFC) serves open economy and the realistic dilemma existed in the service under the visual of governance, tries to find out the systematic causes and gives the countermeasures and suggestions.The first chapter is exordium, mainly introduces the research background and significance, methods, literature review, innovation and shortage. The second chapter discusses the probability of friendship association’s service to open economy, starting from theoretical framework of the thesis, including governance theory, Multiple governance subjects and how social organization boosts the economy, the necessity and feasibility of friendship association participates in the open economy governance and the development status of Tongxiang open economy. The third chapter is about contents and methods of friendship association’s service to open economy, introduces the basic information of Tongxiang People’s association for friendship with foreign countries(TPAFFC). The main measures TPAFFC serves open economy include smoothing the channels of bringing in and going global, integrating resources to help enterprises expand international market, improving investment environment, providing overseas consular protection and publicity promoting reputation. The fourth chapter analyzes the problems existing in TPAFFC’s service to open economy, which are unable to capitalize upon economy promoting, economy cooperation is not always emphasis between international friendship city, governing units lack of coordination, dependence on government and losing understanding needs of the enterprises, then applies governance theory to give reasons as less prominent of economic function, weak influence of economic co-operation platform between international friendship city, board of directors fails to play a strong role, administrative trend of the Association and low human resource management performance. The fifth chapter offers countermeasures and suggestions from strengthening external support and self – improvement.
