| In China, Engineering construction supervision, as the emerging business recently, has gradually come onto the right track of legal system through 20 years' effort, with considerable development and improvement in quantity and quality of supervisory enterprises and supervisory staff. Although the development of engineering construction supervisory enterprises takes a favorable trend, it is confronted with unprecedented challenges and risks. In view of this, this paper, based on analyzing the risks of engineering construction supervisory enterprises, puts forward relevant risk control measurements according to the practical situation in the risk management implementation of engineering construction supervisory enterprises.From the perspective of engineering construction supervisory enterprises, this paper, combined with the characteristics of engineering construction supervisory enterprises, makes intensive analysis and research on the basis of risk theory and risk management theory. Taking the whole process of risk management of engineering construction supervisory enterprises as the main line, it briefly introduces the fundamental theory of risk and risk management; as for the engineering construction supervisory enterprise, this paper expatiates on the concept, aim, principle and basis process of its risk management; it makes a systematic study on the process and basis of risk identification, and introduces the common methods of risk identification such as check list method, causal analysis chart, work breakdown structure, flow chart, brain storming, SWOT analysis, sensitivity analysis method, and identify the special risks of supervisory enterprises with check list method and SWOT analysis; then it analyzes and evaluates the risks of engineering construction enterprises using qualitative analysis method (fault tree analysis, Delphi method, extrapolation) and quantitative analysis method (breakeven analysis method, loss and expectation analysis, simulation technology-Monte Carlo Method) respectively; finally, on the basis of detailed introduction of common method of risk response, it proposes corresponding risk precautionary measures for different risk sources: the owner, the contractor, the inside of enterprise, surveying and designing institute, society and nature; it monitors the risk precautionary measures from three aspects: whether the plan is carried out and effective; whether the risk factors change and the risk response plan should be modified; whether new risk factors and events are discovered to guarantee the effective implementation of risk precautionary measures. Introducing the risk management mechanism into the implementation of engineering construction supervisory enterprise management, could enable the supervisory enterprise to evaluate the risk correctly and control risks effectively, and at the same time, could advance the favorable development of engineering construction supervisory enterprises and deal with the business of engineering construction supervision well, finally enhancing the monitor and control of engineering construction project to provide guarantee for the smooth development of engineering construction enterprises in China. Therefore, this paper aims to make the risk management of supervisory project obtain standardization by analyzing how to improve the risk management of engineering construction supervisory enterprises, and provide a set of operable methodology for the analysis, treatment, decision of potential risks of engineering construction supervisory enterprises, and play a guiding role in further risk management of engineering construction supervisory enterprises. |
