| As a result of more than 20 years' development through reform and opening-up, Shaanxi tourism industry has expanded in scale. It has become not only a fast developing supporting cultural industry but has also become one of the industries with strong potential and special characteristics in the province. However Shaanxi tourism industry faces opportunities as well as restrictions and challenges. Thus there exists the urgent need to conduct systematic and all-round policy research.The present research directs at modern tourism industry. It is carried out according to the pattern of "theoretical analysis—status quo analysis—SWOT analysis—policy and measure proposal". It is a down-to-earth discussion of the policy-making and its implementation with regard to Shaanxi tourism industry. This paper adopts the basic theories of tourism industry policy studies, tourism studies, economics, marketing studies and sustainable development theory. This paper uses such research methods as dialectical analysis, a combination of quantitative and qualitative analysis, tourism value increase calculation, SWOT analysis and so on. The paper strictly defines such basic concepts as tourism industry and tourism industry policies, discusses the necessities to set tourism industry policies, and formulated the system for making and implementing of tourism industry policies in accordance to certain principles. The paper analyses the present situations, its position in the national economy and functions of Shaanxi tourism industry. After conducting comprehensive analysis on the competitive strengths, weaknesses, opportunities and challenges of Shaanxi tourism industry by adopting the SWOT method, the paper puts forward the policy measure for developing Shaanxi tourism industry, organizational policy, marketing policy, layout policy, technical policy, human resources policy, tourism culture policy as well as the proposal for establishing the macro regulating system in the profession. |
