On Strengthening The Government-led Urban Land Reserve Development Model

The establishment of land reserve system is the further deepen result of China's land utilization system reform, called the second revolution of China's urban land reserve system. In the past years, many cities in China established their own land reserve system, which means a lot to regulate land market, increase fiscal revenue, enhance city organization, improve local competitive and boost local economy. How to establish and improve land purchasing and reserve system has become an important issue for local government to manage land market and raise the effectiveness of land utility. Land reserve and development is the core of city land reserve system, and premise of land homogeneity achieved by the government, and also the important way for government to control the land market as well as push district development.Land reserve is a government function, concerned about some history reasons, early land development were mostly done by market entities, and put government in a supporting position. In recent years, the real estate enterprises were in the main position in land development, provided more financing opportunities and improved the efficiency, but also exposed some drawbacks. The government lost the dominated position and also lost the control of development process, land reserve amount and pricing ability, which enable for the government to play an important role in the land market development.In order to retrieve the dominated position for the government and improve the land utility, choose the land reserve and development model becomes the main issue for the government. The thesis suggests to establishing the government-dominated model, analyses the theory and realization condition of it, and research on the problems lied in the model.Beginning with the domestic and international research of land reserve model, the thesis introduced the land reserve condition in other countries and some useful enlightenment they brought us, and introduced the situation and operation of China's land reserve system. Besides, the paper also contrasted several models of land reserve and development, based on that, compared the land reserve model to the operation model used today. In the last two parts, which is the main part of the thesis, raised the opinion that China should choose government-led model in land reserve and development, analyzed the strategic meaning of enforcing the government-dominated model and put forward some creative measures to implement it, such as department design, new process management, law system building and so on. As to the financing problem, the thesis research on the government-dominated financing system and put forward some new ideas to push the revolution of financing.The thesis is aimed at truly establish the foundation status of government-dominated land reserve and develop model, improved China's land reserve system and formed an institutional measure of government-dominated land market control.
