The market is not all purpose, and in its process of allocating resources there are a number of non-efficiency. Thus it brings about non-efficiency allocation and non-equity distribution in land resources allocation by market. Due to the market unconquerable limitations of its own, the government therefore takes this advantage to get involved in this demand as an external intervention. Land reserve system is one of measures that government adopts in response to non-efficiency in land allocation by market.Nevertheless, the government also has its own limitations, and in the process of intervening land resources,"government function failure"also occurs, which leads to a range of problems. This paper attempts to give some measures to perfect the land reserve system. The full text is divided into five chapters.Chapter one introduces the land reserve system on the basis of land reserve history, meanings, running links, legal nature and functions. The land reserve system plays a significant role on government monopoly of the first class land market, the accumulation of urban construction funds, the suppression of land speculation, the regulation of land market, land assets preservation and promotion, the implementation of urban overall planning.Chapter two sums up the successful overseas land reserve system experience, through studying and researching land reserve system in some typical foreign countries, such as Sweden, Netherlands, and France. Its successful experience plays a constructive role in improving land reserve system of China.Chapter three presents the three typical land reserve operating patterns in China, namely, market-based, government-led, government and market combined. This chapter also makes the comparative analysis on these three patterns, in accordance with reserve institution's land reserving characters, its responsibility, the rights of original land user, and operation effects.Chapter four analyzes the problems in China land reserve operation and indicates the cause of these problems, that is, there isn't perfect legal system that can restraint economic man nature, limited rationality and bureaucracy nature of the government, so that the government intervention, failure with its macro-control for land market.Chapter five analyzes the foundations of improving China land reserve system on the basis of the problems occurred in China urban land reserve operation; advises to improve China land reserve system, from laws and regulations improvement, the basic principles of land reserve, the orientation of land reserve subject, land reserve extension definition, land reserve implementation improvement, and strict supervision and responsibility assigning mechanism.
